Neighborhood On-Line Center Computer Use Guidelines

These guidelines are designed to maximize computer availability and to insure free and fair access for all. Anyone requiring special assistance to use the computer should ask staff or a volunteer for help.

COMPUTER USE GUIDELINES:

  1. Internet resources are provided by the City & County of Honolulu (CCH) as a means of expanding its range of services at community parks.  CCH staff or volunteers may assist patrons who are searching for subject material on the Internet.  CCH staff or volunteers will not provide assistance for users of e-mail, newsgroups, chat rooms, games and teleconferencing.

  2. Computer use is offered on a self-service basis. Patrons shall assume full responsibility for learning to use the equipment and resources provided by CCH. CCH staff may provide some basic instruction, based on staff availability. If you encounter any problems during your session, please notify a staff member or volunteer immediately, with a description of exactly where you were and what you were doing when the problem occurred. These problems will be corrected as staff time permit.
  3. Computers will be available during posted hours. Because the Internet is such a valuable reference tool, computers and Internet access may be scheduled by CCH staff to meet reference service and other programming needs.
  4. Computer users are reminded that the terminal displays may be viewed by staff, volunteers or other patrons at any time. Accessing offensive materials is a violation of CCH Neighborhood Online Center (NOC) Rules and may result in the user being banned from future Internet computer use for a period of 90 days.

  5. Computer users are not allowed to alter settings and preferences, nor shall they restart the computer equipment. Bookmarks, cache, mailboxes, etc. will be erased or emptied periodically, without advance notification or warning. Please refrain from storing information in these computers. Ask a staff member or volunteer if you have any questions or problems. Failure to abide by this policy may result in the user being banned from future computer use for a period of 90 days.

  6. Patrons will need to register and sign in to use the computer. 

  7. CCH staff or volunteers will notify patrons when their computer session may start.  Internet sessions will be limited to 20 minutes and patrons will be allowed only one session per day.    

  8. Patrons may bring their own blank formatted disk to save downloaded files. No downloading of files onto the hard drive will be permitted.

  9. Patrons may NOT install their own software programs on the computers. This will help to prevent the spread of computer viruses which are common on public computers.

*Warning*: Files downloaded from the Internet may contain viruses.CCH will not be responsible for any damage to your personal computer and files resulting from your use of the Internet computers.

  1. Downloading and printing must be completed within each reservation or walk-in session. CCH will not be responsible for time loss due to technical problems.

  2. Any CCH staff member may impose additional procedures which it finds necessary to regulate access or prevent misuse. Such procedural modifications will apply only to that particular NOC location.

The City & County of Honolulu reserves the right to modify these guidelines at any time.
