2009 Neighborhood Board Elections

Frequently Asked Questions

 

 

1)   What are Neighborhood Boards (NB)?

A: There are 33 Neighborhood Boards across Oahu. These Board members are elected, and hold monthly meetings at which they advise all levels of government on matters affecting their communities. They are charged with increasing civic participation in the decisions of government. Board members are not compensated for their service and their terms run for two years.

 

     2)      Who can vote in the NB Elections?       

A: Any Oahu resident who voted in the 2008 Hawaii State election or filed an NB voter form with the Neighborhood Commission Office before February 20 are eligible to vote. Voter must live in an area with a contested race (a race where there are more candidates than available seats).

 

3)      How do I vote in the NB Elections?

A: This year, the voting will be conducted online and via telephone. During the first week of

May, you will receive a mailer that will have information as well as a unique passcode to be used

as well with the the last four digits of your Social Security Number in order to access your ballot

from any web enabled computer or any touch tone phone. The systems are integrated so that once

a ballot is cast, the passcode cannot be used again.

 

4)      Is internet voting safe?

A: Yes, the technology used to transmit your ballot uses encryption procedures similar to

what banks use to transfer funds. It is much easier for someone to steal and submit a paper ballot

than an online ballot. In addition to being safer, online voting is less costly than a paper based

election and is environmentally friendly. Everyone Counts Inc., the vendor selected by the City to

run this election, has conducted online elections all over the world.

 

6)     When will the election occur?

A: The passcodes will be mailed out the first week of May and voting runs from May 6 to May 22, 2009. The new board members will start their two year terms on July 1, 2009.

 

      7)  How do I find out whose running?

            A: Candidate profiles are posted online at http://www.honolulu.gov/nco/. A Hard copy

            version of the profiles will be included in the mailer to eligible voters with voting information and

            a unique passcode.

 

     8) What happens in areas where there are more seats then candidates?

          A: In areas with vacancies, the Board may appoint qualified residents to fill those seats for the

          remainder of the term. At the first board meeting in July, the board may appoint qualified residents

          to fill those seats. These members shall serve for the remainder of the term which is June 30, 2011.
