State Department of Business, Economic, Development and Tourism (DBEDT)
The DBEDT has a variety of business assistance services. They range from Hawaii Foreign-Trade Zone No. 9 to business loans, product promotion assistance, economic and social data compilation and analysis, energy and ocean resources development, and others. The following programs of the DBEDT are specifically designed to help small businesses:

 

Business Action Center (BAC)
DBEDT'S Business Action Center is a satellite of the Business Information Service. The Center helps new and on-going businesses obtain the licenses and permits necessary to conduct business in the State of Hawaii. The Center provides informatin and brochures on entrepreneurship workshops and sources of alternative financing.

Financial Support Branch
Offers business loans to assist small businesses unable to provide private financing.

 

Ocean Resources Branch (ORB)
The Ocean Resources Branch manage's the State's ocean resources development program and is the leading agency for ocean industry promotion. The program provides marketing and industry development support for ocean industries that show superior promise (seafood marketing, ocean research and development (R&D), and ocean recreation), and explores new industries opportunities such as marine minerals development. Activities include advertising, trade shows, development and distribution of promotional materials, special events, workshops and lead development.

 

Products Promotions Branch (PSB)
The Product Promotion Branch was established to assist Hawaii businesses in developing and expanding domestic and international markets for Hawaii's products and services. PSB provides a variety of activities to serve the business community. These activities focused on three general program areas: Domestic Marketing and Promotions, Promotions, Cooperative Advertising, and International Marketing and Promotions.

U.S. Small Business Administration (SBA)
The U.S. Small Business Administration (SBA) issues a variety of management publications designed to help small business. These publications are available at nominal cost from SBA distribution centers.
Another source of assistance is SCORE (Service Corps of Retired Executives) sponsored by the SBA. SCORE provides free mangement counseling to small business entities, community organizations and non-profit groups. This service is provided by retired executives by appointment. In addition, workshops and seminars on owning and operating a small business are usually conducted for a nominal registration fee.
Business loans are also provided by the Small Business Administration.

U.S. Department of Commerce
The U.S. Department of Commerce, International Trade Administration offers a wide range of services to manufactures and distributors interested in selling goods or services to foreign countries.

Major services include trade opportunity information, export workshops and seminars, sponsorship of trade missions, trade shows, trade fairs and exhibitions; consultation and assistance, and credit checks of foreign firms.

Small Business Development Center (SBDC)
The SBDC is a university-based cooperative program funded by the U.S. Small Business Administration and the State of Hawaii, which provides management and technical assistance to small business or prospective small business located throughout the State.

The SBDC provides free confidential consulting in business planning, loan proposals, marketing research and many other related areas. Business Information and Counseling Center
The Business Information and Counseling Center(BICC) combines the one on one couseling resources of SCORE and SBDC with an up to date reference library which includes computer and audio-visual training facilities.
The BICC is operated jointly by SBA, SBDC, and SCORE with the support of many private sector organizations.

The focus of the BICC is to guide prospective and present small business owners and managers in the research and preparation of business plans, marketing plans, and loan applications. The Small Business Learning Center, developed by Lotus and IBM, introduces business owners to computers and their business applications.
The center is open weekdays from 8:00 a.m. to 4:30p.m. Appointments are recommended for counseling and computer use to assure availability.

State Department of Agriculture
The Department of Agriculture (DOA) is a regulatory agency offering services to people starting an agricultural business. Farmers unable to secure financing from conventional or other governmentalsources may qualify for a DOA loan. Farmers may also qualify for State Agriculture Park lots. DOA provides information and advice regarding agricultural products, production, marketing, labeling and disease control. DOA certifies and issues licenses for various agricultural operations and measuring devices.

The Chamber of Commerce of Hawaii
The Chamber of Commerce of Hawaii is an association of more than 2,000 business firms and 6,000 people working in the public interest for Hawaii's economic growth and development.

The Chamber's Business Services Center (BSC) regularly conducts special entrepreneur training programs for selected applications who show the best potential for creating their own viable businesses. Other services include monthly seminars and information on a wide range of business needs.

Honolulu Minority Business Development Center (HMBDC)
The HMBDC, operated by Grant Thornton, provides management and technical assistance to qualified ethnic minority individuals and firms in the areasof planning, finance, construction assistance, and general management. Alu Like, Inc. provides technicaland/or consultants to existing native Hawaiian-owned businesses, prospective Hawaiian entrepreneurs, and community economic enterprise development. Small Business Hawaii (SBH) is a private, independent, nonprofit corporation with statewide membership of over 3,100 business firms. SBH's program to achieve its objective of improving Hawaii's business climate includes education regarding small business issues for the community and the membership, and advisory and counseling service for its members. SBH offers members a choice of several comprehensive group medicalplans and publishes a monthly newsletter, SMALL BUSINESS NEWS. The Hawaii Business League (HBL) is an employer association with more than 1,200 employer-members.
The HBL is involved in legislation affecting small businesses in Hawaii, and provides information on matters of current interest. Pacific Business Center
The Pacific Business Center (PBC) makes the diverse resources of the University of Hawaii accessible to small businesses in Hawaii and the American Flag Pacific Islands. PBC links the knowledge and expertise of professors and staff of the University to small businesses that need the financial and technical capacity to monitor, and adapt to, technological change and improved management techniques. PBC maintains a catalog of faculty consultants who can provide businesses with advice and assistance ranging from financial planning and business communication skills to operations research and engineering.

The Immigrant Center
The Immigrant Center's Resource for Enterprise Development (RED) Manini program provides training, loans and technical support for people who would like to start or expand "micro-businesses." A micro-business is one that has low overhead costs, is often home-based, and in many cases is used to supplement overall household income. Potential borrowers must be low to middle income, demonstrate a lack of access to traditional lending institutions, and complete a 16-hour training course. Training focuses on developing business planning techniques in the areas of goal setting, marketing, legal requirements, household budgeting, business budgeting, and accounting.
