Labor Relations Division

The Labor Relations Division administers 8 collective bargaining agreements; provide assistance to management on employee-employer relations, contract administration and training matters; negotiate collective bargaining agreements; represent the City in grievance meetings and serve as employer advocate in arbitration proceedings.

There are four unions and eight bargaining units within the City & County of Honolulu.  The Hawaii Government Employees Association (HGEA) represents the largest segment of the workforce, followed by the United Public Workers (UPW), the State of Hawaii Organization of Police Officers (SHOPO), and finally Hawaii Fire Fighters Association (HFFA).
