What EMS is doing

The City and County of Honolulu has been preparing to handle possible mass-casualty incidents since the late 1990s, long before the events of September 11, 2001. The Metropolitan Medical Response System (MMRS) is a planning body that has brought together first responder agencies (EMS, police, and fire), hospitals, public health agencies, and others to develop and maintain an island-wide response plan for mass-casualty incidents. The MMRS goal is to create a seamless, integrated medical response by local, state, federal, private, and volunteer agencies that will prevent the medical system from being overwhelmed in a time of crisis. The MMRS uses federal grant funds to train and equip first responders to detect and respond safely and effectively to acts of terrorism, including biological or chemical attacks.
