The team reviewed Oahu looking for areas primed for economic revitalization--areas that have the greatest potential to achieve a maximum return on the City's investment in the shortest period of time. The resulting Targeted Economic Development Plan has as its initial areas of focus: Chinatown--Culture and Arts District; Kalihi; Kaimuki; Moiliili; Kapolei; and the North Shore (Haleiwa-Waialua).

With the plan as a guide, the City will work with these communities, using a format of economic summits toward implementation of proposed actions.
